Results Are Not What You Expected

Your Ad Has Been Throttled
During the first thousand impressions that your ad is getting, if there are no clicks on this ad, then Facebook is going to throttle back impressions. What does this mean? It means that it is going to be shown less, despite the fact that you are spending money to get it seen. Facebook does this as a way to show ads that people want to see. If you want to fix this, create more than one set of ads and watch what is working and what is not to have a good idea of where to go with your ads.
